Rural Representation

Making Windsor District's voice heard in Montpelier

Farming has taught me that working land is never just scenery. It is soil, our food security, family history, financial risk, long days, and hope for the next season. Farmers are indispensable partners in protecting Vermont’s soil, water, forests, and working landscape. They should be treated as partners—not as an afterthought when laws and regulations are written. Vermont must also respect private-property rights. Environmental protection and landowner rights do not have to have opposing goals. Good policy should be clear, predictable, based on sound evidence, and developed with the people who live and work on the land.

Andrea will bring a rural perspective to every vote, ensuring that decisions made in the Senate reflect the realities of life outside of Burlington and Montpelier.

Education Spending

Education System Efficiency and Student Success

Andrea will focus on addressing the root causes of the unsustainable skyrocketing education spending. I support Governor Scott's efforts to create a more efficient education system that restores a realistic tax burden through balanced, bipartisan compromises. A critical part is protecting small-town input to ensure the economic vitality and the independent spirit of our rural communities.

Energy & Climate Policy

Common-Sense Energy and Climate Policy

While going electric sounds great on paper, it is not realistic or reliable for our cold climate and without a reliable and affordable means of producing energy in our state. We are beholden to the huge price fluctuations and the politics of imported power. We must seriously consider micro-nuclear energy programs to create a path for Vermont to be an energy independent and potentially an energy exporter of affordable clean energy.

Andrea strongly opposes any forced compliance of bankrupting climate mandates like the Clean Heat Standard and GWSA. These policies are poorly crafted and disproportionately hurt those who can least afford them. These laws must be repealed in favor of establishing voluntary goals and practical energy solutions over forced compliance.

Housing & Act 250 Reform

Building the Homes We Need

Addressing the state's severe housing deficit is a pivotal foundation to true financial reform in Vermont. Andrea will push for responsible regulatory reforms, including supportive financial programs, that cut through red tape and better align state funding with municipal goals.

We can increase housing inventory for all levels, including workforce and transitional housing, while ensuring these goals respect private property rights. In doing so, we can ensure that every Vermonter has a place to call home.

Economic Vitality & Growth

Strategic Investment & Workforce Retention

Vermont is one of only three states that taxes military retiree income and one of eight states that taxes social security. Andrea will advocate to end this practice to encourage the highly trained Veteran workforce to choose Vermont as their home after retirement, a strong step towards reversing our decline in working-age residents. This will add revenue into our economy, reduce health insurance rates, and increase our student numbers.

We must expand real-world job skills training for high school students that lead to good-paying careers. Let's make those same opportunities an integral part of restorative justice, reentry, and public assistance programs—helping able-bodied Vermonters move toward self-sufficiency, independence, and a better future for all.

Public Safety

Safe and Resilient Communities

Public safety is one of government’s most basic responsibilities. Every Vermonter deserves to feel safe at home, at work, and in their community. That requires strong law enforcement, fire departments, rescue squads, dispatchers, mental-health professionals, addiction treatment providers, and community organizations working together. We must hold violent and repeat offenders accountable while preserving due process and ensuring that people who need treatment can receive it. That means supporting law enforcement and first responders, protecting victims, and making treatment available before addiction or mental illness becomes a public emergency. It also means protecting seniors and our vulnerable residents from fraud, exploitation, and abuse. Public safety in rural Vermont also includes preparing for floods, severe storms, and other emergencies. Towns need help strengthening roads, bridges, culverts, rivers, communications systems, and emergency response capabilities before the next disaster occurs.

Andrea will bring a collaborative, community-first approach to the Senate, working across the aisle to find common-sense solutions that serve all Vermonters. Compassion and accountability are not opposites. We can help people who genuinely want to recover while protecting the public from those who repeatedly cause harm.
